The tattoo girl

I saw one tattoo girl in the shopping mall during lunch time. The tattoo is on the right shoulder, under the clothe, but quite visible. Nowadays, I notice quite a number of them having tattoo and show off to the public.

What exactly drives them to have that tattoo? Do they think it is cool or they are trying to express something. I always think it is a sign of rebellion. What do you think?
